OpenAI officially urged the U.S. administration to ban China-backed models

OpenAI officially urged the U.S. administration to ban China-backed models, saying that Chinese artificial intelligence (AI) models such as Dipsyk are under the control of the Chinese Communist Party.

According to the IT media TechCrunch on the 13th (local time), OpenAI insisted that the U.S. government ban models supported by the Chinese government, saying in a statement submitted to the White House Office of Science and Technology Policy (OSTP) on the 13th (local time), “Deep-Seek is a symbol of state subsidies and state control.”

DeepSeek’s models, including the inference model R1, must comply with user data requirements under Chinese law, which poses a high security risk.

In the opinion, OpenAI argued that banning the use of Chinese AI models in “Tier 1” countries classified under the Biden administration’s export rules could prevent personal information protection and security risks, including intellectual property (IP) theft. Tier 1 countries are countries that comply with democratic AI principles, and refer to partner countries where the United States can actively share AI technology.
